Manager, Programs and Research, Institute on Municipal Finance and Governance
Selena Zhang is the IMFG Manager, Programs and Research. She has a background in public policy and international development. Selena has previously led research projects for the municipal governments of Cape Town, South Africa, and Toronto, Canada. In these capacities, she designed a primary research project on the impact of an Urban Agriculture Policy on low-income residents, and led a research project on municipal approaches to poverty reduction in Canada. Selena previously served as the General Director of Queen’s Health Outreach, an international non-profit with 4 projects around the world. In this role, she managed an Executive Committee of 25 and over 100 volunteers. Similarly, while acting as a coordinator for Frontier College’s provincial support program for migrant farm-workers in Ontario, she managed an office in Leamington, Ontario, serving 72% of the province’s beneficiaries, while supervising staff, outreach workers and volunteers. Selena has skills and expertise in the areas of policy development and analysis, public administration, research methodologies, public finance and community development. She holds a Master of Public Policy from the University of Toronto and a Bachelor’s Degree in Global Development Studies from Queen’s University.
