Description

India is among the top ten defence spenders in the world and the largest arms importer. Why would India, a developing economy of 1.2 billion people, home to a third of world’s poor, a quarter of whom are illiterate, and the majority of whom have little access to healthcare spend about 40 Billion USD annually on defense? Is it spending too much? Where does the money go? Are these funds utilized optimally? The speaker will address these questions in light of India’s history and security context, and examine the country’s current pre-occupation to reform its security system in light of ongoing low intensity conflict emerging from its geopolitical situation.

Vandana Kumar is an officer of civil services in India. During her twenty years with the Government of India, she has worked as financial advisor to Western Naval Command and several other defence establishments, Director of Finance to Defense Research and Development laboratories and programs. She has also worked as Director of Finance with Central Silk Board, where she was associated with formulation and monitoring of poverty alleviation and rural development programs. Her work has focused on improving service delivery and outcomes of government programs and sharpening effectiveness of expenditure.

She has bachelor degrees in Science and Law, from Delhi University and a post graduate degree in public policy and management from Carnegie Mellon University. She is currently on study leave to pursue her research interest in ‘efficiency and effectiveness of public expenditure’ at Gujarat University. She is also a research fellow at the India Innovation Institute at the University of Toronto where she is pursuing research in ‘scaling innovation’.
