How can Europe and NATO deter Russia? A View from the Baltic

For much of Europe, deterrence has long been a theoretical concept. For the Baltic states, it has always been a matter of survival. As Russia’s war against Ukraine reshapes Europe’s security order, the central question is no longer whether Moscow can be negotiated into peace, but whether Europe and NATO can build a deterrent so credible that the Kremlin never dares to test it. The Baltic perspective offers not only a warning, but also a roadmap.

Marko Mihkelson is one of the most experienced and knowledgeable politicians in Europe regarding Russia and Transatlantic relations. He has served as the Chairman of the Foreign Affairs Committee of the Estonian Parliament for nearly two decades. In that capacity, he has been an influential voice in international debates on the future of NATO, the EU, Russia, and Ukraine. After obtaining an MA in modern history from the University of Tartu, Mihkelson began his career as a correspondent in Moscow in the 1990s. He was Editor-in-Chief of Estonia’s newspaper of record, Postimees, before being elected to parliament in 2003.
