Professor Mark Duggan appointed Director of the Munk School of Global Affairs & Public Policy effective September 1, 2026
We are very pleased to announce that Professor Mark Duggan has been appointed as Director of the Munk School of Global Affairs & Public Policy, with a cross-appointment in the Department of Economics. Mark will begin his term on September 1, 2026.
Professor Mark Duggan is the Wayne and Jodi Cooperman Professor of Economics at Stanford University, a Research Associate at the National Bureau of Economic Research, and a member of the Editorial Board at the Journal of Policy Analysis and Management. He previously served as a Co-Editor at the Journal of Public Economics and at the American Economic Journal: Economic Policy. Professor Duggan received his B.S. and M.S. degrees in Electrical Engineering at M.I.T. in 1992 and 1994, respectively, and his Ph.D. in Economics from Harvard University in 1999. Before arriving at Stanford in 2014, Professor Duggan was on faculty at the University of Chicago (1999-2003), the University of Maryland (2003-2011), and the University of Pennsylvania (2011-2014). During his time as a graduate student and then as a faculty member, Professor Duggan received teaching and/or advising awards at M.I.T., Harvard, the University of Chicago, the University of Maryland, and Stanford.
The first strand of Professor Duggan’s research has focused on the economics of the health care sector, including the pharmaceutical, hospital, and health insurance industries. The second strand has examined the impact of large-scale government programs such as Social Security, Medicare, and Medicaid. In recent research, he has been investigating the effect of public policies to reduce homelessness and the effects of innovative cancer treatments on health outcomes and health care spending. His research has been published in leading academic journals including the American Economic Review, the Journal of Political Economy, and the Quarterly Journal of Economics and has been featured in many media outlets including The Economist, The New York Times, and The Wall Street Journal.
Professor Duggan was the 2010 recipient of the ASHEcon Medal, which is awarded every two years by the American Society of Health Economists to the economist aged 40 and under in the U.S. who has made the most significant contributions to the field of health economics. Along with his co-author Fiona Scott Morton, he received the National Institute for Health Care Management's 2011 Health Care Research Award for their work on Medicare Part D. Along with his co-author Melissa Kearney, he received the 2009 Vernon Memorial Prize from the Journal of Policy Analysis and Management for their research on the Supplemental Security Income program. Professor Duggan’s research has been funded by many government agencies and private foundations including the National Science Foundation, National Institutes of Health, Social Security Administration, Robert Wood Johnson Foundation, and Alfred P. Sloan Foundation.
Professor Duggan served from 2009-10 as the Senior Economist for Health Care Policy at the White House Council of Economic Advisers and from 2015-24 as the Director of the Stanford Institute for Economic Policy Research. He has testified about his academic research before the U.S. House Ways and Means and U.S. Senate Budget Committees. In addition to teaching graduate and undergraduate students in economics, Professor Duggan has served as an advisor for more than 60 Ph.D. students during his career. He received the Stanford Economics Department's Distinguished Faculty Teaching Award in 2022 and Stanford's Miriam Aaron Roland Volunteer Service Prize in 2025.
