Admissions to the Master of Public Policy program is a holistic process. The MPP admissions committee will review every aspect of your application before making a decision, and will consider your academic performance, experience and/or extra-curricular activities, and reference letters.

What are the minimum admission requirements for the MPP program? v
- A four-year Bachelor’s degree in any discipline, or equivalent
- A minimum CGPA of mid-B (3.0), and a minimum GPA of B+ (3.3) in the final year of undergraduate studies
*Admission is highly competitive and meeting this requirement does not guarantee admission
What are the admission requirements for international applicants? v
Applicants who completed their undergraduate degrees at an institution outside Canada must submit a Graduate Entrance Exam Score for the GRE General Test. For more information, visit the GRE General Test webpage on the Educational Testing Service (ETS) website.- If you obtained your educational credentials at an institution outside of Canada, they will be assessed for equivalence with a University of Toronto degree by the School of Graduate Studies. You can assess your credentials with the SGS International Degree Equivalencies Tool.
- As English is the primary language of instruction and communication at the University of Toronto, you must demonstrate an adequate level of proficiency in English, regardless of your citizenship status or country of origin. It is important that you follow the School of Graduate Studies’ policies on English language testing, and that you take one of the approved tests.
What is the application process for the combined JD/MPP program? v
If you are interested in the combined JD/MPP program, you may apply to both programs simultaneously before starting the JD program, or you can apply to the MPP program in the fall of your first year of the JD.
