Claire Seaborn

Claire Seaborn is a lawyer and policy expert who has devoted her career to advancing major projects across Canada. As a lawyer at Torys LLP, Claire helps clients develop infrastructure, energy and mining projects, resolve project-related disputes, and navigate permitting and compliance processes. Claire’s sustainability-focused approach has been recognized with awards from the Women’s Infrastructure Network, Forward Law Review, and Clean50 Awards. 

Previously, Claire spent five years in senior roles at the Government of Canada, including Chief of Staff to the Minister of Energy and Natural Resources, Director of Policy to the Minister of Infrastructure, and a Senior Advisor to the Minister of Environment and Climate Change. Claire’s work led to historic funding for public transit and community buildings, support for clean electricity and critical minerals projects, innovative financing through the Canada Infrastructure Bank, and project partnerships with Indigenous Peoples. She helped pass laws designed to move projects forward, including the Accord Acts for offshore wind projects in Atlantic Canada, Impact Assessment Act and Sustainable Jobs Act.

Claire holds a Juris Doctor from the University of Ottawa and a Bachelor of Arts from the University of British Columbia, and is a licensed lawyer in Ontario, British Columbia and England & Wales. Claire lives in East Toronto with her husband and two children.
