CARE Program

In 2024, the University of Toronto joined forces with Sciences Po, the University of British Columbia and the University of Guelph under the Climate Adaptation, Resilience and Empowerment (CARE) Program.

Leveraging the diverse and complementary strengths of the four universities, the CARE Program seeks to prepare and energize the next generation of global environmental leaders and citizens by providing them with the knowledge, skills and experience to generate hands-on solutions addressing the challenges of climate change.

The program is made possible with a five-year, $10.44-million (€7.2-million) grant from Fondation DRG, which supports meaningful opportunities for cultural exchange between Canada and France.

The Munk School of Global Affairs & Public Policy is the lead representative for U of T in the CARE partnership. The Munk School seeks to involve graduate students and faculty from its own programs, as well as from other relevant departments and schools within the Faculty of Arts & Science, in CARE Program activities.

CARE provides opportunities for Master’s students in relevant Faculty of Arts & Science programs to engage in: climate leadership training; interdisciplinary courses run in collaboration between the universities; applied learning, including research projects and a policy case competition; and an annual International Conference. Scholarships support Master-level studies in related fields while student fellowships will support Master's thesis research, unpaid internships and academic exchanges related to CARE themes.

Featured CARE Initiatives

CARE Scholarship

Valued at €27,500, the CARE Scholarship supports one student from France each year who has completed high school or undergraduate studies in France and is admitted to a U of T Faculty of Arts & Science master's program related to environmental sustainability, climate change, biodiversity, or energy transitions. Eligible programs include the Master of Public Policy, Master of Global Affairs, Master of Environment & Sustainability. Domestic students admitted to the Sciences Po-U of T dual degree with a focus on environmental and energy issues are also eligible. 

The scholarship covers tuition, living costs, and travel between France and Canada. It is awarded for the first year and may be renewed for a second year if applicable. Funds are disbursed in Canadian dollars based on the exchange rate at the time of transfer.

The application for 2026-27 is open and will close on February 1st, 2026.

2025 CARE Case Competition

On Friday, November 14th, the Munk School of Global Affairs and Public Policy hosted the second annual CARE Sustainability in a Changing Climate Case Competition! Graduate students from seven teams representing the four CARE partner institutions collaborated online over 10 days with the guidance of a coach to develop comprehensive policy solutions for a case challenge focused on preserving the Algonquin Uplands Ecosystem.

2025 CARE Student Fellowships

Each year, a select group of Masters students from the University of Toronto receive CARE Student Fellowships to support their pursuit of research or unpaid internships focused on environmental sustainability, climate change, biodiversity, or energy transitions. In Summer 2025, three CARE Student Fellowship recipients explored their passion for climate action through these opportunities, shaping their perspectives and goals for the future in meaningful ways.

2025 CARE Conference

The CARE Conference was hosted by the Munk School of Global Affairs and Public Policy in Toronto from March 2nd-4th, 2025. It brought together students and faculty from the CARE partner institutions as well as experts from the public and private sectors to address the conference theme: “Integrated Approaches to Climate Change: Adaptation and Mitigation”. Topics included: the energy transition, local projects/approaches, and agriculture. Conference attendees had the opportunity to attend panel discussions, engage in field experiences and network at social events.
