Biography

Sabreena Shukul is a second-year Master of Global Affairs student at the Munk School of Global Affairs & Public Policy, specializing in innovation policy, Canadian defense policy, and economic development. Her research and professional work focus on strengthening Canada’s innovation ecosystem and global competitiveness. She is currently working with the National Research Council of Canada on business innovation and global value chain analysis and conducting AI research with Professor Janice Stein. Sabreena holds a Bachelor of Arts in International Relations and Political Science from the University of British Columbia, where she graduated with distinction.

At Munk, Sabreena serves as Director of Partnerships & Sponsorships for the MGA Student Association and co-directs the AI Policy Group, working with Dr. Bruce Schneier on issues at the intersection of artificial intelligence and policy. Her professional background spans consulting, brand management, and policy analysis, complemented by entrepreneurial experience as Co-founder of Dawn Vancouver.

As a 2025/26 IPL Lupina Fellow, under the supervision of Professor Darius Ornston, Sabreena is examining how Canada’s clean nuclear sector can contribute to national climate and energy strategies through a global value chain perspective. Her research analyzes Canada’s competitive strengths and vulnerabilities across the nuclear value chain, from uranium mining to advanced reactor design and supply chain development. By mapping key players, regulatory environments, and policy levers, her project explores how Canada can strengthen its role in clean nuclear innovation, address bottlenecks, and capture both economic and strategic benefits in a shifting global energy landscape.
