Policy Advisory System Dynamics

Abstract

This chapter describes and assesses how policy advisory systems have evolved with a focus on the dual dynamics of ‘externalization’ and ‘politicization’. These dynamics feature prominently in research, as they have been linked to important changes in the traditional, and often ideal-type configuration and operating modalities of advisory systems. They are inextricably linked to ongoing research that has sought to understand where policy advisory supplies are located, the types and nature of policy advice, and research focused on the stability and change of these systems and their components. This chapter reviews the emergence and evolution of these twin dynamics and the implications for policymaking.
