SeungHyun Kim
Biography
SeungHyun Kim is a Senior Research Fellow at the Science and Technology Policy Institute (STEPI), a government-funded research institute in Korea. His research focuses on technology-based industrial innovation, digital transformation, and the development of regional innovation ecosystems. He has served on multiple high-level government advisory committees, including those under the Ministry of Science and ICT, the Ministry of Trade, Industry and Energy, the Ministry of SMEs and Startups and the Ministry of Education.
Dr. Kim’s recent work includes studies on the transformation of the mobility industry through digitalization, the role of scale-up firms in regional innovation ecosystems, and policy directions for promoting innovative medical device industry. His research combines multi-level innovation theory with both quantitative and qualitative analysis to inform practical and forward-looking policymaking.
He has lectured at Seoul National University on subjects including science and technology policy methodology, convergence technology seminars, and innovation studies. He currently serves as Chair of the R&D System Evaluation Division at the Korea Technology Innovation Society. Dr. Kim holds degrees in Department of Electrical Engineering (BS), Department of Medicine (MS), and Technology Economics (PhD) from Seoul National University, and has previously served as a visiting scholar at the University of Illinois at Urbana-Champaign and as a research professor at Seoul National University.
